Job Description
Overview
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s Corporate Services Division (CSD) is the guardian of UNEP’s corporate interest, mitigating its exposure to risk and supporting the organization with management tools, plans and related capacity building.
It oversees UNEP’s efficient and effective management, in line with UNEP’s accountability requirements, rules, regulations and UN core values. This position is located in the Partnerships and Resource Mobilization Branch of Corporate Services Division (CSD) at the Brussels duty station. The incumbent will act as the Coordinator of the Framework Agreements with the European Commission. Under the supervision of the Head of the European Commission Operations Unit, the incumbent will be responsible for the following duties:
Responsibilities
Development and coordination of the Framework Agreements with the European Commission (EC). • Develops and manages the implementation of the Framework Agreements in liaison with the EC and UNEP counterparts notably through development of rules and procedures and corrective measures, and alignment to the Contractual Framework of the European Commission. • Drives knowledge sharing and capacity building of the UNEP and Multilateral Environmental Agreements (MEA) Secretariats’ projects offices on the cooperation rules and procedures through various tools and communication channels.
• Supports the development process of strategic portfolios of projects as well as develops and maintains a project database. • Coordinates the annual donor reporting of the Framework agreements (Strategic Performance Overview Report) and of the project portfolios in liaison with all parties. • Advocates to sustain the Framework Agreement approach with the European Commission. •Prepares various substantive written outputs (drafts background papers, analysis, inputs to publications) targeting various audiences and fora. 2. Secretariat function to the UNEP-European Commission Programme Steering Committee.
• Plans and organizes the meetings of the UNEP-European Commission Programme Steering Committee of the Framework Agreements and other consultative meetings by (i) putting forward substantive agendas and defining targeted outcomes, (ii) identifying and engaging relevant participants, (iii) compiling lists of projects and concept notes for decision of the Programme Steering Committee, (iv) producing and delivering targeted presentations at the meetings, (v) ensuring the implementation plan of the meetings’ decisions and (vi) coordinating the project development process of the funded projects.
• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. 3. Performs any other duties as may be assigned.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Succcessful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Job – Specific Qualification
Work Experience
A minimum of five (5) years of progressively responsible experience in project or programme management, administration or related area is required. Experience with the UN system or European Commission or any similar international organization is required. Experience with the contractual framework of the European Commission is desirable. Experience working in cross functional teams is desirable. Two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
